History
General Information
Raymond G. Mullins was born in Detroit, Michigan and reared in Ypsilanti, MI. He graduated from Ypsilanti (Michigan) High School in 1961 and from Howard University in Washington, D.C., in 1965, with a BA Degree in Economics and minor in Government. On February 13, 1966, he entered into the United States Air Force as a 2nd Lieutenant, was trained and served as an Aircraft Maintenance Officer and received an Honorable Discharge with the rank of Captain in 1970.
In September 1970, Attorney Mullins entered the University of Michigan Law School where he obtained his Juris Doctor Degree in 1973. After graduation, he clerked with the Honorable Damon J. Keith, a judge of the United States District Court for the Eastern District of Michigan. On August 2, 1974, he returned home to Ypsilanti and opened a sole practice of law. He has operated this law firm continuously since that time. He has successfully represented clients in over 1,800 cases since 1974.
Attorney Mullins has been active in many civic organizations since returning home to practice law. Most notably, he served as President of the Ypsilanti Branch of the NAACP from 1979 through 1980, and of the Ypsilanti-Willow Run Branch of the NAACP from 1987 through 1998. One year in the 1980ies, he chaired the annual dinner of the Washtenaw County Democratic Party. In 2006 he founded The Loyal Opposition to the Status Quo, Inc. (LOSQ), a non-profit, 501(c) (3) tax-exempt organization. The purpose of the LOSQ is to advance the social and economic life of African-Americans and other minorities, through education, communication, rational thought, leadership and community attitudes. In 2007, Attorney Mullins hosted 20 programs of The Ray Mullins Show, a talk show on WAAM in Ann Arbor. He is or has been an officer of several religious and civic organizations, including Brown Chapel A.M.E. Church, the Omega Psi Phi Fraternity, the Vanzetti M. Hamilton Bar Association, the Fair Housing Center of Southeastern Michigan, among others.
Attorney Mullins is the father of two adult daughters, Andrea and Kimberly.
Memorable cases
Criminal Appeals:
- The conviction of his client, a young adult male, of trespass and resisting a police officer was reversed. (2009)
- The conviction of his client, a young woman, of manslaughter for the death of her child was reversed. (Circa 1980)
Civil Rights Cases
- His client, a woman who was strip-searched in a jail in violation of her civil rights, commenced a lawsuit and was awarded between $15,000 and $25,000. (Circa 2005)
- His clients, a couple after being found not guilty by a jury of having a dangerous dog were prosecuted for a second time in violation of the principal that a person cannot be prosecuted again for the same thing. They fought valiantly against various governmental units, private agency and people to save their dog. The case gained national attention but ended prematurely when the dog was mysteriously stolen from the animal shelter. (Circa 2004)
- Maintenance and food service workers of a large private hospital were being disciplined by their employer in violation of their civil rights as guaranteed to them by the constitutions of the United States and the State of Michigan. As a result of his assistance, the hospital changed their policies to protect the worker’s constitutional rights. (circa 1998)
- His client whose children were taken from him and hidden in a safe house contrary to his due process rights under the 14th Amendment was exonerated and able to regain his relationship with his children and preserve his marriage. The case gained national attention. (circa 1979)
- Attorney Mullins has settled numerous cases involving civil rights without going to court since 1974
Criminal cases
- Attorney Mullins’ client was charged with four felonies including resisting arrest. The case was plea bargained to a misdemeanor and ultimately stricken from his record. (Since 2004)
- Attorney Mullins’ client was charged with carrying a gun through Detroit Metropolitan Airport security. Contrary to the policy for no reduction from a felony to a misdemeanor, the case was negotiated to a misdemeanor. (2006)
- Attorney Mullins’ client was charged with armed robbery. He was found not guilty by a jury. (Circa 1978)
- Attorney Mullins’ client was charged with attempted murder. The case was plea bargained down to a misdemeanor. The client served no jail time. (Circa 2004)
- Attorney Mullins has successfully represented numerous clients with felony and misdemeanor cases in both state and federal courts since 1974.

Attorney Mullins has won several awards for his community involvement including, but not limited to: Sigma Rho Chapter of the Omega Psi Phi Fraternity's Citizen of the year (twice), Man of the Year Award of the Women's Minority Network of Detroit, Community Involvement Award of the Minority Business Owner's Section of the Ypsilanti Chamber of Commerce and the local ACLU's Jerome Strong Award.
